In the late 1980's , A physicist, Tim Berners-Lee who was a contractor at CERN, proposed a system for CERN researchers. In 1989, he wrote a memo proposing an internet based hypertext system. In 1980, physicist Tim Berners-Lee, then a contractor at CERN, proposed and prototyped ENQUIRE, a system for CERN researchers to use and share documents. In 1989, Berners-Lee wrote a memo proposing an Internet-based hypertext system. Berners-Lee specified HTML and wrote the browser and server software in late 1990.

Tim Berners-Lee is known as father of HTML. The first available description of HTML was a document called "HTML Tags" proposed by Tim in late 1991.
